Roadways & Parking Lots Work

The reconstruction, paving and stripping of the roads and parking lots was included in the 2025 budget approved by the Council in November 2024.

The BOD, with the assistance of the management staff at American Dream, has requested proposals for the work from about 10 paving contractors local to the Millersville area. The specifications presented to the contractors were pulled directly from the 2023 Reserve Study with a few additional items to improve the parking areas and are below – Road Bid Specs.

Each contractor was required to perform a site visit in person with the BOD (minimally Ms Fink and Mr Payne) to ensure the specifications and scope of the project were completely understood. We informed each contractor that we would accept proposals anytime before our meeting on 25 March 2025.

Below are the 5 contracts that we received. Only 1 contractor (Liberty) did not agree to a site visit probably because his proposal came very late receiving it the day before the deadline.

As discussed in the meeting, the Board agreed to eliminate the highest estimate and the lowest estimate. The 3 remaining (SEJ, Got Paving, and GMC) will be voted on after all Board members have a project walk-through of the project and review of the proposals scheduled to take place on Saturday 29 March 2025 at 9:30 AM. All Council members are also invited to join in the project walk-through.

The modifications according to the following diagram were also discussed at the meeting. Belmawr owners indicated they did not want the dumpster moved. So be it! The owners present also indicated they wanted the numbers to continue to reflect their house numbers. Perhaps a compromise can be reached.
